The Blake Moia Show was given a copy from an anonymous source, of Officer Zachary Proctor's and Officer William Gould's 95-page internal affairs investigation. Charges were also recommended for Sgt. Perez.
The investigation revealed charges of "incompetence", "unsatisfactory work performance", violations of due process and using excessive force by kicking and breaking the ribs of an innocent person of which they unlawfully arrested in the Ixora Park neighborhood.

In a letter sent from Acting Chief of Police, David Waltemeyer, an Administrative Investigation began on Officers Zachary Proctor, William Gould and Supervisor Sgt. Amy Perez stemming from an incident at 868 Ixora Drive in the Ixora Park Neighborhood.
The violations of misconduct occurred when the officers arrived at a noise complaint / disturbance. Officer Proctor immediately demanded an ID from one of the residences who was standing at the doorway of the house.
The man refused. Officers Proctor and Gould ended up tackling the man to the ground, kicking the man with his knee to "gain compliance" - resulting in broken ribs, and eventually unlawfully arresting the man for "resisting arrest".
The internal investigation into Officers Proctor and William Gould began when an anonymous phone call to the police department was made regarding a male screaming at a woman.
According to the formal complaint to Chief David Gillepsie, written by Commander Mostert, a male and female exited out of the house where both seemed calm and non-intoxicated. The complaints states that both subjects were in a "calm demeanor". Officer's demanded ID from the individuals despite having no probable cause to identify the 2 subjects. The female complied however the male refused.
The male asked the officers why and the officers said they were conducting a domestic violence investigation. The male continued to refuse to provide identification.
When the officers went to arrest the male "for failure to identify", the male began to tense up and break out of the officer's grasp when the officers attempted to apply "restraint devices" on the male, the report says.
The complaint says the officers took the man to the ground and performed knee strikes on the man. He was then put into restraining devices and immediately complained of abdominal pain.
The man was taken to the hospital where it was discovered Mr. Dixon suffered broken ribs and lacerations to his legs.
The complaint that Commander Mostert submitted the chief of police states that Sgt. Perez notarized the improper arrest calling it a "proper arrest" after speaking with the officers. The commander concluded that Officer Proctor and Officer Gould had no probable cause to demand for ID as no crime was being committed.
After Lt. Mitchell reviewed the case, the Lieutenant called Commander Mostert with his "reservations" about the use of force causing injury during an arrest.
The case was forwarded higher up the chain of command for further review.
"No Disturbance Audible"
Both subjects at the scene appeared to have been speaking calmly and had a "calm demeanor", according to internal affairs documents.
"Officers told the male subject that they were conducting a criminal investigation, and that ID was required".
"The arrest appears to be improper".
In an arrest report written by Officer Proctor, obtained by The Blake Moia Show, the officer "made contact" with a black male who refused to identify himself. Officer Proctor claims that he "explained the need to identify" as the authorities were "conducting a criminal investigation" and that the male would be "placed under arrest for "failure to identify".
A witness to this incident, says the pair were just "talking loudly", which is not a crime.
The man was violently taken to the ground, and officers kicked the man with their knees, breaking his ribs before forcing the man's arms into restraining devices, the report says.
In an E-mail sent from the State Attorney to Commander Mostert, the State Attorney cites case law from other incidents around the State of Florida. The case law states: "Except in extreme circumstances, government may not conduct a terry stop inside someone's home."
We asked The Blake Moia Show legal expert. He said, "Just because someone is standing outside of their own doorway, doesn't mean they are automatically guilty of any crime."
"Under the 4th amendment, the home is a sacrosanct place which enjoys special protection from government intrusion."
This means, Officer Proctor was wrong in his approach.
The investigation revealed that officer Proctor also violated LEXIPOL code 424, 802, 802.S.1, 900 and 902 on more than one occasion.
The MPD Internal Affairs investigator, Detective Sgt. Hetal Desai sustained the complaints and referred Officer Proctor for retraining and counseling regarding "custodial searches" of adults in "temporary custody" at police facilities.
Officer William Gould has a long disciplinary record dating back to 2019.
His list of violations includes everything from violating vehicle pursuit policies to e-mail violations, custodial searches of people in temporary custody, professional conduct and other department violations. He was also suspended without pay for disobeying orders and ignoring subpoenas in 2023.
It appears that Officer Gould is just as unhinged as Officer Proctor is. The Blake Moia Show has called for these two officers (Officer Proctor especially) to resign.
Officer Proctor is unfit to be a cop. He has failed to demonstrate competence on multiple occasions: He has shown poor work performance, demonstrated a lack of upbeat and displays of basic competency.
We think it is in the public's best interest and the community that Officer Proctor resigns from the Melbourne Police Force.
The community doesn't trust him.
"He's a disaster", Blake Moia said today on his show. "He's one bad mood away from being the next world-wide viral YouTube video for shooting someone, God forbid."
State prosecutors dropped the criminal charges against Mr. Dixon, the black male that was police abused, beaten up and unlawfully arrested by Officers Proctor and Gould.
On April 12, State Prosecutor Michael Hill decided that charges weren't sufficient, and it was ultimately determined that both officers violated protocol and procedure. Officers Proctor and Gold were given 12 hour (1 shift) unpaid suspensions and Sgt. Amy Perez was given "corrective counseling".
Officer Proctor was found to have violated Law Enforcement Ethics and Standards during the incident with Mr. Dixon on Ixora Drive. The charges include violations of legal responsibility, incompetence and violation of ethics by way of using excessive force and improper detention.
The punishment must be completed within 6 months upon receipt of the discipline issued, the letter states. Officer Proctor received, accepted and signed the disciplinary letter on July 3.
"Serious department policy violations"
Officer Gould and Officer Proctor were both found to be in violations of 300.2.1 - Duty to Intervene and Report, Policy 300 regarding that use of force resulting in injury and Policy 1000.5.11 regarding official misconduct.
"Officers have a duty to intervene", the investigation reveals. On May 9th, the State Attorney informed Commander Mostert that the officers did not have any probable cause to make the violent arrest of Mr. Dixon let alone demand ID from him or even injure the man.
We previously reported to our fans that Officer Proctor was the one who responded and "investigated" the crime of felony vandalism done to Blake's vehicle at 1am on the early morning hours on July 4th.

"He's a lunatic cop", Blake Moia said on his show today.
"He's unhinged and he can't be bothered to do the basic of tasks right", Blake said.
Officer Proctor accepted his punishment just hours before having to show up to respond to Mr. Moia's call for help.
