Brevard Man in Stolen Vehicle Caught w/ Trafficking Fentanyl and Methamphetamine

PALM BAY, Fla -- A Palm Bay man is behind bars tonight after being caught with counterfeit drugs.

Police officers with the Palm Bay Police Department were notified of a stolen vehicle alert -- from a license plate reader camera system called "FLOCK", which tracks for wanted fugitives, stolen vehicles and surveillance that is along Babcock Street in the City.  A positive hit will then automatically send out an alert to nearby authorities to be on the look-out.

After patrol officers located the stolen vehicle and safely pulled it over, they identified 42-year-old Hugh Kelly driving the vehicle.  Officers placed him in handcuffs and made him sit in the backseat while they conducted their investigation.

During the investigation and search to arrest, officers discovered a Ziplock baggie of blue and white pills weighing 52 grams.  According to the arrest report, officers found odd markings and scrapes and abrasions on the pills.  Assuming these were fake drugs, the officer field tested the counterfeit pills, and they came back positive to the presence of Fentanyl.

Inside his pants was a capped needle and a small empty baggie with meth residue.  Inside the trunk, officers found a stolen license plate tag that was reported stolen out of Palm Bay.  Upon running a background check, it was discovered the suspect has a revoked license and should not be driving on the roadways as he is listed as a "Habitual Traffic Offender".   He is also on Probation for a number of convictions.  He has a total of 61 Guilty convictions....and we stopped counting after 2010.

Mr. Hugh was arrested and transported to jail on charges of Possession of a Stolen Vehicle, Trafficking Fentanyl, Possession of Methamphetamine, Possession of Stolen Property, Driving While License Suspended 3rd Offense and Violation of Probation.  Judge Michelle Studstill set his bond at 65,000$
