Officers Zachary Proctor and William Gould with the Melbourne Police Department responded to the Ixora Park Neighborhood regarding a "noise complaint" from an anonymous complainant in the area.
The 2 officers demanded I.D. from the people at the residence despite there not having any probable cause to do so, according to the State's Attorney office.
Officers Proctor and Gould quickly lost patience with the man and grabbed the man out of the chair and forced him to the ground while striking him in the ribs with their knee.
The man was placed into the back seat of the patrol vehicle and taken to the hospital with his hands tightly cuffed behind his back, and in complete agonizing pain -- suffering from broken ribs at the hands of the officers.
At the hospital, more video sent to The Blake Moia Show, from Sgt. Amy Perez body worn camera shows the 2 officers explaining the situation to their immediate supervisor. The Sergeant initially asks the 2 officers if they are alright and if they didn't suffer any bent fingers.
The man was charged with failure to identify and resisting arrest. He was checked out at the hospital by a doctor briefly before being driven to the jail.
After an internal affairs investigation, superiors and the State's Attorney office deemed that the officers didn't have probable cause to demand I.D., and that the subsequent arrest of the man was "excessive" and "unlawful".
Charges were eventually dropped against the man, and police commanders recommended to the Chief of Police that officers be suspended without pay for 12 hours (1 shift) and given retraining classes. Both officers were charged with unsatisfactory work performance and incompetence, failure to intervene and failure to obligate with legal responsibilities.
Both officers have a long record of disciplinary action -- with punishments ranging from oral admonishments, to retraining, written reprimands and suspensions. Officer Proctor was hired onto the Melbourne Police Department in 2021
Sgt. Amy Perez was also given a reprimed and retraining on procedure.
Shocking and disturbing body cam footage shows 2 lunatic Melbourne Police Officers using excessive force and breaking a man's ribs at his own house. After an investigation, the officers were placed on unpaid leave for 12 hours and ordered to attend additional training.
